Dr. Timothy Quinn joined the staff of the Woods Institute for the Environment, Water in the West as a Social Science Research Scholar in January 2019. Dr. Quinn recently retired from a 40 year career in California water management in which he had a leadership role in virtually every major policy development over the past three decades. He started his career in water as a researcher at the RAND Corporation and PhD student at UCLA in the 1970s. Dr. Quinn represented the Metropolitan Water District of Southern California in major policy negotiations and water marketing transactions for more than 20 years. Since 2007, he led the Association of California Water Agencies, which represents about 450 public agencies that deliver more than 90% of California’s water.
